Szerzői kollektívánk az AKI 2007/7. számú tanulmányában (Alkalmazkodási kényszerben a magyar mezőgazdaság) megállapította, hogy a magyar agrárgazdaság viszonylag nagy kilengésekkel ugyan, de kényszerpályán sodródik, és kibocsátásának volumenét 2013-ig csak 6%-kal képes növelni, azt is torz szerkezetben. A behatárolt mozgástérben a mezőgazdaságból származó jövedelmek reálértéke – szintén túlzott ágazati aránytalanságokkal – legfeljebb a 2006. évi szinten marad. Over fifteen years have elapsed since the transition from the centrally planned economic system started in the early 1990’s. During this time agricultural and rural areas of Central and Eastern Europe have undergone profound structural changes with wide variations in the degree of transformation and in the rate of success in creating a competitive market and private ownership based food and agricultural system. Összefoglalóan megállapítható, hogy 2010-ben kedvező fejlemény a gazdálkodók jövedelemhelyzetének javulása, valamint a növekvő mezőgazdasági és élelmiszer-ipari külkereskedelmi mérleg. Ugyanakkor továbbra is aggodalomra ad okot a kivitel és behozatal termékszerkezetének alakulása (feldolgozott termékek importhányada magas, exporthányada alacsony), a foglalkoztatás csökkenése, a növénytermelés és az állattenyésztés aránya, valamint a csökkenő támogatások hatására negatív jelenség volt a beruházások visszaesése. Asynchronous approval of new GM crops across international jurisdictions is of growing concern due to its potential impact on global trade. Different countries have different authorisation procedures and, even if regulatory dossiers are submitted at the same time, approval is not given simultaneously (in some cases, delays can even amount to years). For instance, by mid-2009 over 40 transgenic events were approved or close to approval elsewhere but not yet approved – or not even submitted – in the EU. This paper focuses on global responsibility of food, energy and environmental security. World population growth will lead to increasing demand for food and feed with increasing meat consumption. With globalization and urbanization production is moving to the most competitive countries and regions, and food trade is becoming more liberalized but also more concentrated. Growing energy demand and climate change will also influence food production. Additional challenges are increasing market volatility resulting from yield and climate change. We need greater responsibility in cutting greenhouse gas (GHG) emissions, in showing greater respect for the environment. Prior to enlargement regulations and the subsidy system played an important role in stabilising, especially, the livestock sectors, producers got used to national intervention mechanism, and production became rather insensitive to market signals.
